All,

In line with my ACTION-334 from yesterday's call, I have updated XML 
Encryption v1.1 as follows:

- Changed "KDF3" to "ConcatKDF"
- Added text indicating that ConcatKDF is the same KDF as KDF3 in ANSI
   X9.44-2007 (but with additional constraints on the OtherInfo parameter)
- Added informative reference to ANSI X9.44-2007
