Any reason to not make ref-id a URI reference? It could be a URI reference if you can specify the specific reference element. Are you thinking about using it to reference a detached signature? An empty URI reference is a reference to the current base URI, so the Algorithm attribute's value here isn't really an empty string. Thanks.
