Re: ACTION-147: test case note ready

I would prefer to hold off publication until after W3C publishing  
moratorium [see 1 below] so that we have a document that we agree is  
satisfactory.

In other words, Sean I think you should go ahead with your planned  
changes. You should note that Thomas updated the document so that you  
first need to sync with the latest changes.
