WG ready to accept changes to address XPointer issues?

Changes have been found acceptable to XML Core.

4b) Update to Section 6.1 re C14N algorithms listed.

WG agree not to list Exclusive algorithms explicitly, note that  
mentioned in draft in text in Section 6.5

5) Update URI spec reference?

normative reference to URI spec is for obsoleted RFC, update  
reference from  RFC 2396 to RFC 3986
