AVT/TVT spec'd

Hi folks,

The biggest hurdles between the current draft and FPWD, I think, were
the missing sections on value templates. I've attempted to correct
that:

The publishing moratorium starts on 19 December. I think we can get a
FPWD out this year.

I propose that we vote to do that on next Wednesday's call, so please
read the spec before then!
