F.5.11 Iteration Pipeline

I've been doing a lot of "iterate till done" pipelines lately and I
think F.5.11 is about trying to make this easier to specify, if that
is even necessary.  This pipeline download and stores all the
geospatial catalog records from data.gov.

It does work and will run a long time if you let it.  You've been warned! :)
