Liam reports:

He suggested a few possible alternatives:
1. Extend the WG as-is for a short time to wrap up current work then
have a workshop to get participation & requirements
2. Merge with XML Core. We became an independent WG mostly because one
of the participants in XML Core objected to having the work done in
Core. But they're no longer participating in XML Core, so that's no
longer an issue.
3. Make a Business Group to come up with requirements
Let's talk about this tomorrow.
