The algorithm for interpreting elements in section 3.8 reads (because of its order) as if an user-declared step element can be in an ignorable namespace, and its being a declared step type takes priority. Henry assures me this is not the case, and the definition of ignorable element seems to agree. Can we note this in the algrithm itself? -- Richard
