Described simply as 'step-name' in current (and other) drafts -- I
guess, with some confusion, this has to be QName, so that ports on the
containing pipeline can be referenced. But that means confusion wrt
the default namespace binding.
We could do union(NCName, QName). . .
Needs discussion, I guess.
