5.7 Other steps

I'm still unsure that blurring the distinction between language
constructs and atomic steps was a good idea.

In particular, I think 5.7 Other Steps is needlessly confusing,
because it tries to cover both atomic and compound steps.

I think the tableau should be split into two versions, one for atomic
steps and one for compound steps, with only the latter requiring a
discussion of the environment.
