All the p:when/p:otherwise in the same p:choose must declare same set
of port names, but typically the value of the 'step' and 'source'
attributes will be different in each p:when/p:otherwise. How would
this work with the p:declare-output at the p:choose level, instead of
the p:when/p:otherwise level?
