Colleagues, Hoping that I am not out of line, and just in case procedure requires such a proposal, I would like to have the honour of proposing that this Working Group is ready to initiate the creation of the Working Draft that we will ultimately propose for Recommendation status. Coincident with the release of the Working Group's Requirements document, I think that we know enough to build a straw-man table of contents and a bibliography. I suggest that the chair, the editor and the W3C representatives collaborate forthwith to produce a W3C tools-conformant Working Draft shell into which the Working Group can subsequently collect its work product, understanding that the table of contents will always be subject to modification at the will of the Working Group. [In other words, I, for one, give licence to the chair, the editor, and the W3C the right to draft a straw man Working Draft outline to consider as a starting point for editorial discussion and ultimately ratification among the Working Group, with an ultimate goal of achieving the coveted W3C Recommendation status.]
