Yes. The spec needs work in that area. Before we monkeyed with the
syntax for pipelines, atomic steps and pipelines were (or appeared to
be) quite different and it wasn't obvious that processors could or
should be able to run atomic steps directly.

Now, they're declarations are completely analagous and I think they
should.
