Re: [Draft] Transition Request: XInclude 1.1 to Candidate Recommendation

After an inordinate number of revolutions around the Sun, the editor
has finally taken a stab at producing a draft CR draft:

I fiddled with some of the dates. Assuming everyone's happy with my
attempt and the dates I pulled out of...thin air, I'll stage it for
publication and double check pubrules compliance.
