Um, I'm confused. Why aren't you just using
http://www.w3.org/2001/XMLSchema.dtd
and
http://www.w3.org/2001/XMLSchema.xsd
for 1.0 (2e), and
http://www.w3.org/2009/XMLSchema/XMLSchema.dtd
and
http://www.w3.org/2009/XMLSchema/XMLSchema.xsd
for 1.1?
