Per Paul's comment #2, we decided to add a fixed attribute to the DTD
fragment for the local-attribute namespace.

Norm proposes we try to publish next Tuesday.

CONSENSUS (New Orleans vote) to go to Last Call with the draft reflecting
the Nov 26 version and the two changes discussed in Paul's email at
http://lists.w3.org/Archives/Public/public-xml-core-wg/2014Dec/0000

ACTION to Norm:  Implement the changes per Paul's comments in
http://lists.w3.org/Archives/Public/public-xml-core-wg/2014Dec/0000
and generate a pub-ready Last Call version of XInclude 1.1.

ACTION to Paul:  Send the necessary announcement to the Chairs list.
