We'll see what happens about our request to add
stuff about the xml-stylesheet PI to HTML5.

Comment #001, fragid definition for XInclude 1.1
------------------------------------------------
We should say something about implementations *should*
try to figure out fragids before just doing whatever
they want with other values of the parse attribute.

Another example is xincluding a graphics format that
then magically becomes SVG.
