XInclude 1.1 LC DoC

Hi folks,

I've (finally!) started the XInclude 1.1 DoC page:

  http://www.w3.org/XML/2013/05/xinclude-11-lc-doc/Overview.html

It doesn't include the comments from the DocBook list yet. I might fix that
by simply forwarding the messages to the official comments list.
