xml-model ISSUE-1 wording

Hi Paul,

there is proposed wording for ISSUE-1:

schematypens

Specifies the namespace name of the schema language in which the
referenced schema is written. The application may use this value when
determining whether it can make use of the referenced schema.

Feel free to put it into better shape and improve my Czenglish.
