My bad -- there were a handful of comments, which we have to address
before we can proceed.  I've built a disposition of comments document
[1].  Two of these will require thought:

 * From Bjoern, regarding the fact that non-URIs are errors but not NSC:

 * From Ramkumar Menon, requesting explicit discussion of interaction
   with XInclude:

As a matter of urgency, please review these and come to the call
tomorrow with resolutions in mind.
