Suggestion on Namespace Scoping in "Namespaces in XML 1.0"

I was reviewing the latest edition of "Namespaces in XML 1.0". Shall I
suggest that the document explicitly define semantics of Namespace scoping
when an XML document has "XInclude" references to external namespace
qualified [or unqualified] XML documents?
Let me know your thoughts!
