Trying again for an addition to the Note about XLink and URI syntax checking:
"Although XLink applications need not enforce URI syntactic
constraints, XLink applications which use libraries which _do_
detect violations of the syntactic rules of [RFC 3896] SHOULD NOT
recover silently."
