RE: XML PE 157

And we had consensus on this, so:

ACTION to Francois:  Update the proposed resolution of PE 157 in
the PE document [1] accordingly.

However, I'm unclear on exactly how this is a response to Dieter's
comment at [2].  We need for someone to volunteer to send a response
to him.  

John, can you volunteer to do that?
