The proposal is to make the following two changes to XML 1.0 (and the same for XML 1.1): Change the second sentence of the first paragraph of 4.3.3 from The terms "UTF-8" and "UTF-16" in this specification do not apply to character encodings with any other labels, even if the encodings or labels are very similar to UTF-8 or UTF-16. to The terms "UTF-8" and "UTF-16" in this specification do not apply to related character encodings, including but not limited to UTF-16BE, UTF-16LE, or CESU-8.
