concerns on XHTML M12N transition requests

Roland:

 This is Yam.

 We have some concerns on transition request on XHTML Basic 1.1 and
XHTML Modularization 2nd edition.
 From OMA point of view, XHTML Basic 1.1 transition to PR is not a big
issue. It is CR, therefore, we consider it stable and can refer to it
without a problem.
 XHTML M12N is also referred to by OMA specifications, however, the
working draft status may cause us some problems. Theoretically, we
cannot refer to a working draft.
 We pointed out this issue before our February Beijing meeting. After
three months, we have failed to see an expected good progress.

 We hope W3C management pay careful consideration on this type of
dependency.
