I should be less opaque. Fiddler is a system proxy (under platforms augmented with .NET, from Microsoft or open source). It's a system web proxy like any other - targeting instances of browsers operating on the desktop of the invoking user. But, for the user it can now host a https server endpoint on the same PC. Think of it as a mini web server (with simple scripting), when not also acting as a browser proxy. It works for Mozilla as well as IE. Its seems to hook fine into Opera too, as a system proxy. Should have interesting webid uses. It's an https "endpoint", not an https web server, formally.
