completed draft of URW3 final report

The completed draft of the URW3 final report can be found at http:// 
www.w3.org/2005/Incubator/urw3/XGR-urw3-20080331/.  It includes all  
previous contributions and corrections of submitted typos.

I encourage you to read through the report and submit any final  
suggested changes or additions.  The target is to have all changes  
published by April 4.  At that point, the current XG will be  
considered completed and closed.

Thanks to everyone for their hard work.  This public mailing list  
will remain open for continuing discussions on conclusions and next  
steps.
