I'm on the RDFa working group, but the following is my personal
assessment, not an official reply from the WG.

@prefix is pretty sure to become an RDFa feature, but the syntax of the
attribute value is not set in stone. There were objections (including
from me) about colons being used as the delimiters between URIs and
prefixes, given that URIs (not just can, but always do) contain colons.
We settled on the syntax in the FPWD as an interim agreement, but that
discussion is not yet over.

Latest development version of my parser does; and Ivan's (PyRDFa) too.
Perhaps others.
