What the policy leads to for incubators is clarity about the  
expectations that the participants in the group have about eventual  
recommendation track work. There are three options:

1. no commitments
2. must provide a statement of agreement or disagreement to abide to  
the W3C Patent Policy for any work transitioned to the Recommendation  
Track
3. must agree to abide by the W3C Patent Policy for any work  
transitioned to the Recommendation Track

Actual RF commitments become part of the game when (and if) work  
transitions into the recommendation track.
