Double mailing policy

Yes, send most/all emails to the public mailing list, but NEVER  
crosspost, PLEASE.
I don't want to receive two emails of most messages (since apparently  
the W3C maling list manager does not understand that there is the same  
recipient twice in the expansion of the mailing list).
So, unlike your message, EITHER a message is sent to the public  
mailing list, OR it is sent to the member mailing list.
