In fact we are not really free to put what we want in that section. Especially, all the stuff about W3C processes and patent policy will be controlled or re-inserted by the W3C at the very end.  so we don't have to attach too much attention to what should be there or not.

We can write a couple of paragraph here, if we want... But I agree with your approach, i.e. puting most of our content and references in the abstract.

Nonetheless, I'd be in favour of keeping the last sentence, which you have struck out. public-lld@w3.org will remain active, and I have nothing against keeping some discussions happening there, especially if they are in relation with the report!
