Note [1]:

-- Spelled out "Uniform Resource Identifiers (URIs)" and cite the Wikipedia article.
   We do use "URIs" earlier in the report without spelling out the acronym, but always
   with some explanatory context (e.g.: "Web links (URIs)").

-- Add the notion of "institutional commitment" to:

    Policies documenting institutional commitment ("namespace policies") should
    be published in order to allow users of URIs to make safe choices based on
    quality, stability, and persistence.
