Some pretty minor copy edits on "Scope":

Note:
-- Added reference to Appendix A, where "dataset", "element set", etc are defined.
-- The text tends to put a closing parenthesis _before_ a comma or period, e.g. we are writing:

    require data to be "open", 

   and not

    require data to be "open," 

   If we agree that this is okay, I'll add it to the style sheet [1].
