I have corrected a mistake: the DraftReportWithTransclusion transcluded the
entire separate deliverable on vocabularies and datasets instead of just the
draft report section on the same [1].

I suggest we "freeze" DraftReport so that any such updates no longer need to be made
in two places (and have added a header linking to DraftReportWithTransclusion).
