new draft report with transclusion

Last week I took an action to reorganize the draft report (using transclusion) so that the general section and technical section are clearly separated.

Here are the top-level headings (I've left in all the headings for sections which have recently changed, viz "the current situation", "relevant datasets and vocabularies", as well as for the separate deliverables).

Note that "Sections" 1 and 5 are merely headings; if we keep the general and technical sections of the report together, I think we need to make it clear where one part ends and the other begins, to further guide our audience.
