Re: Revised Draft Report outline

It took me a while to find time to think about this. I have some comments:

Is this a definition of LLD, or the scope of the approach of the  
group? I think it needs to be the latter, since there are probably  
many interpretations of LLD but we can only address one if our report  
is to be coherent. In that case, it becomes our definition of LLD and  
the scope of our work. I would change the header therefore to "Scope  
of Work" or something like that.

We also want to define "library" in here, and perhaps say something  
about how the use cases helped shape our definitions.

I see both this section and the section on tools as being summaries of  
the current state of the art. This needs a short introduction that  
talks about the fact that LLD is nascent... but we need to hint here  
why, if it's beginning, it still needs incubating. I would gather  
these two as subheadings under a "current situation" heading, and  
introduce them as evidence of effort and interest.

To make it clearer, I'll try to work up a text of an outline that  
meets these comments of mine.
