Revised Draft Report outline

Dear all,

I have revised the Draft Report outline [1] to fit my
understanding of where things stand.  (I took care to 
transfer a few points of substance from the outline to
the wiki pages for specific sections listed below.)

Attached below is the outline in plain text.

Please also review the "housecleaning" list, further below,
of wiki pages that have been on our agenda as resources or
intermediate deliverables but (in my opinion) should now be
cleared out of the way so that we can focus on the report.
I have put links to things in the "housecleaning" list on
the LLD XG wiki homepage under "intermediate deliverables".
We should discuss on the call whether these links should be
kept there, kept as an appendix of the RunningAgenda [3],
or both.  If anyone sees material on the housecleaning list
that should be in the report outline, please give a shout...
