New requirements doucment draft with prioritization included

I've incorporated the prioritization information into a new section 4 of the document at http://www.w3.org/2005/Incubator/htmlspeech/live/requirements.html.  As discussed before I linked to the survey results, listed the requirements grouped into strong/moderate/mild sections but listed in vote percentage order (I.e., the 10 before the 9, etc.).
