RE: R17. User perceived latency of recognition must be minimized.

It sounds like we might have general agreement on:

Implementations should be allowed to start processing captured audio before the capture completes.

Similar to R18, I think it would benefit us to have the motivation of low-latency captured as a generic requirement.  Something like:

The API to do recognition should not introduce unneeded latency.

On the 11/11 call I'd like us to be clear about the requirement(s) we want to replace the existing R17.
