Gavin - To add to the mix, the OASIS Emergency Management Technical Committee members are discussing the management vocabulary alignment issue for international use to enhance interoperability in the EM community. Also, the IETF GeoPRIV WG has developed and had IANA approval for a taxonomy/registry of location types for use in location based services with special emphasis on EM.
