the hyperink text actually reads:

"Description of Figure X"

the extra verbiage is obscured from view using WCAG2 Technique C7:

by adding the following style rule to the HEAD of the ocument:

a span.context { height: 1px; width: 1px; position: absolute; overflow: 
   hidden; top: -10px; }


and the [D] link model is copied from other W3C TRs hat contain 
longdescriptions (such as http://www.w3.org/TR?css2

but, that said, i don't think it would hurt if a title was added to
each (a WCAG1 technique), so that there is an extra means of disabiguating 
individual links with apparently identical text --  to this end, please 
find attached the validated Overview-v8.html also perusable at:
