"In 2017, ITU Member States agreed to a revised and expanded set of indicators for the ICT DevelopmentIndex (IDI). The new IDI, based on the new indicators, promises to deliver an even better understandingof developments, opportunities and challenges within ITU Member States and the ICT industry at large. The ICT development indicators should be published in an open, standard, machine-readable format like StratML and the XForms community should help ITU members compile their plans and report their results.
All that individuals and organization should be required to do is to document their own objectives in StratML format -- in which case value-added intermediaries can facilitate stakeholder engagement, including partners who can help realize common and complementary objectives.

Looking at what the StratML--among which is its relation with XFORMS-- suggested a notion about a programmatic readership on informations--which is about how the public comes into informations they have interests with. Here we can say that the StratML provides with format tools to make such texts available, to write them--those strategic plans-based information texts in the spirit of intentions, stakeholders and results.

How would a society come to the interests...? -- which is such a situation conditioning humanity to struggle for...? Something relates much with the attempt made by the ITU of the UN on Information Society.
