The Global Goals for Sustainable Development set forth by the Global Goals Partnership are available in StratML format at or, more specifically, 
Anyone who chooses to do so could use the XForm at to render them as a performance plan/report for their own organization.
Members of the Open Government Partnership should be expected to publish their national action plans in an open, standard, machine-readable format like StratML. 
XForms vendors should make it as easy as possible for them to do so.
Of course, too, it would be good if ITU were to publish plans and reports like this one in open, standard, machine-readable format:
