call for straw vote - 5.4.4 SHOULD vs MAY

During our meeting last Wed, after careful and due consideration, because 
new data has come in, we decided to consider a non editorial change. I'm 
offline so cannot give a good pointer in the minutes, but you can search 
on: 

Vote: Retain 5.4.4, Retain 5.4.4 but make it a may, abstain 

It was basically a tie, so I'm calling for a straw vote on the topic to 
the list. See the minutes for discussion. 

Please reply with your vote. If the results are clear cut, I will declare 
consensus during the meeting. Otherwise will spend extra time discussing 
then taking a vote to resolve in the meeting.
