Thinking about this for a bit, I think the issue during the last call -- whether, if 5.4 kicks in, a connection can still be TLS-protected, and how the heck the current language isn't circular -- boils down to an editorial error. Namely, the phrase "When, for a TLS-protected HTTP connection" in 5.4.1 needs to be replaced by "When, during TLS negotiation, " throughout. That should address the ambiguity that we had so far.
