There was nothing else I saw that called out headings. So I propose changing the text to: "These warnings MUST include words meaning "caution" or "warning" in a place that is the user's locus of attention." imo headings don't even make the grade on that, so I'm not proposing adding a suggestion that headings be used in visual user agents. But if someone else wants to, I won't stand in the way.
