Well, that's the role of a last call (which we indeed owe the community, and which is past due -- but that's another story). I don't think we're there just yet -- right now, it's simply work in progress on which we welcome comments. Yes- although some of the other W3C groups I'm involved in set a date as deadline for comments on the current version, even if not Last Call; it's useful to know by when you should comment, at the latest.
