Point well taken. But it only says "should" (and in all low case to boot 
:-), so I think it's appropriate in this case not to tie them to use 
cases, except for the use cases already in this area. Like 11, maybe 12, 
13, 14, maybe 15, 17, maybe 18, maybe 20.
