As just agreed during the meeting, the process for changes ot the note will be to raise an issue that then gets sent to the list. To raise one, go here: http://www.w3.org/2006/WSC/Group/track/issues/new This automatically causes an e-mail to be sent to the group, as you've just seen for ISSUE-6.
