On the other hand, the deliverables need to create a semantic platform in terms of what the user should understand, and the evidence bearing on decisions that they have available to make. Capturing this into a reliable model and encoding is essential for equal access for people with disabilities. Why? There is no one presentation that works for all. Discussed above/already.
